How to Read a CE Certificate for Learning Towers (and Spot a Weak One)

What a CE certificate for a learning tower really is

A CE mark on a learning tower is not a sticker and not a claim in a product listing. It is the visible end of a conformity process: the manufacturer declares that the product meets the applicable EU directives, a technical file assembles the evidence, and accredited testing backs the declaration. For children’s furniture used by toddlers, the route runs through the EU Toy Safety Directive 2009/48/EC and the EN 71 test series — mechanical and physical properties, flammability, and migration of certain elements.

The document worth having is a CE certificate that names the product, lists the test report numbers, cites the directive and the standard editions, and carries an issuing lab and a date. Everything else — a logo on the box, a line in an email that says “CE approved,” a certificate issued to a different company for a different product — is decoration.

Learning towers deserve extra scrutiny because of what they are: a raised platform a child stands on, often with a folding mechanism, used at kitchen counters and washbasins. Height, stability, guard rails, rung gaps, and hinge gaps are exactly what the EN 71 clauses examine.

Why kindergarten buyers should care

For EEA imports, a learning tower without conformity documentation is a compliance problem that belongs to the importer. For anyone selling to families or to preschools, the certificate is also the answer to the first question parents ask: is this thing safe for my child to stand on.

The practical failure mode in this product category is the mismatch certificate. A supplier sends a CE paper issued for a toy from another factory, or for a model they no longer produce, and the buyer only finds out when a customer or a marketplace asks for the file. Marketplaces now request the document by product, and a mismatch is treated as no document at all.

There is also an age question. A tower certified for children one year and older covers a wider use window than one certified for an older grade, and the age grade is printed on the test report. If your rooms serve toddlers, that line on the paper matters more than the color options.

Our certificates and what they say

White folding learning tower. Certificate GC21092203, report HG210914223, issued by Ningbo GIG Testing on 2021-09-22, signed by Gavin Zhou. The certificate product name is Kitchen Helper, and the conformity verification covers EN 71-1:2014+A1:2018, EN 71-2:2020 and EN 71-3:2019+A1:2021. The tested item is the folding version, so the hinge and the folding frame are inside the tested configuration rather than assumed.

Blackboard learning tower. Report TST202106Q3219-1RR-XG-01, certificate 06Q3219EN71, issued by TST Testing Technology (Dongguan), technical director Andy Zheng, tested 2021-06-18 to 2021-06-22 and reported on 2021-06-22. This report states conformity with the EU Toy Safety Directive 2009/48/EC and grades the tower for children one year and older.

Two different labs, two different tower configurations, one standard set: that is what a coverage file for a tower line looks like. For other folding helpers we also hold a CE certificate with a CPC report file that carries a customer SKU reference (HG210322221R1) for the natural varnish folding kitchen helper.

How we build the towers

The standard build is 15mm beech plywood with a clear varnish — the panel spec recorded in our inventory records for the kitchen helper line. Beech plywood takes a rounded edge cleanly, which is what the edge and tip clauses of EN 71-1 are testing, and a clear varnish keeps the wood grain visible so wear shows up early instead of hiding under laminate.

The folding mechanism is designed around the hinge gap questions that EN 71 and ASTM F963 both ask. On our folding range the hinge area is checked so that no gap invites a finger, and the tested configuration includes the fold rather than testing a fixed version and shipping a folding one. Towers also ship in a rubberwood version — a series delivered to a Norwegian buyer ran on rubberwood — so the material question is a spec choice, not a fixed assumption.

Guard rails, anti-slip treads, adjustable platform height, and a folded footprint that stores flat are design points on the line, but the document that matters to your compliance file is the report number above.

Buyer self-check list

Read any CE certificate for a learning tower against these questions:

  1. Does the certificate name the product you are buying — a tower or kitchen helper, not a generic toy item?
  2. Are the test report numbers printed on the certificate, and do they match the report PDFs the supplier sends?
  3. Which directive and which standard editions are cited? The current editions run EN 71-1:2014+A1:2018, EN 71-2:2020, EN 71-3:2019+A1:2021.
  4. What age grade does the report state? Ours grade the blackboard tower for one year and older.
  5. Who issued the document and when? Named labs and dates on our files: Ningbo GIG Testing (2021-09-22) and TST Testing Technology (2021-06-22).
  6. Is the folding version what was tested, if the tower folds?
  7. Does the certificate holder match the factory that will make your order?

Send us the model you plan to order and the ages of the children using it, and we will return the matching certificate and report numbers with a proposed configuration in a few working days.
